Meeting called to order at 7:40 p.m.

Rossetti moved the minutes for November 16, 2023 be approved. The motion was seconded and Passed.

Treasurer’s Report

No report due to absence of Treasurer. Rossetti reported that the audit is underway. Rossetti, Salokas, and Downey need to meet to review some issues with accounting.  

Old Business

The Capitol Reserve study by Reserve Advisors needs to be approved and released. Rossetti would like to have it posted to the Website.


Rossetti reported that Mike LaRosa is unavailable on Thursday evenings to attend Board meetings and make a report on the surface water drainage study. He has provided Rossetti with a 3×5 foot engineering map of Pond Place detailing drainage areas, and Board members are urged to look at this map to understand the scope of the project. Rossetti believes our current landscapers can do the work needed to correct problems, and will ask LaRosa to make a Master List of required work, and to prioritize the repairs. Rossetti will discuss matters of compensation with LaRosa.


A 15 inch drain pipe at the back of the strip mall at 195 West Main Street opens onto Pond Place property at #5 Arrowhead. The resulting stream runs through several properties and eventually crosses the road and empties into Stub Pond. Rossetti has checked Town records for the existence of a drainage easement and has not been able to find one. Town records only show plans for 1988, when the plaza parking area was redeveloped. The map shows the pipe inside a structure and dumping into an existing surge stone channel in Pond Place. A Title search needs to be done by Attorney Greg McCracken to see if the plaza has an easement for drainage. A Pond place Title search may need to be done to ascertain if Ensign Bickford gave the owners of195 West Main Street permission to drain runoff onto Pond Place property.

Rossetti moved that we engage Attorney McCracken to do a Title search to identify any easement rights that formally allow drainage onto Pond Place property. The cost is not to exceed $2000.00.

The motion was seconded and passed.


A number of trees on the northern perimeter of our property are in need of removal. This roughly covers the buffer area from the rear of Clover to the tennis court. Rossetti has walked the perimeter with Jesse Casey, the estimator for McClellan Tree Service, Inc. of Bristol, CT. Per the circulated proposal, McClellan will remove brush, marked dead or dying trees and chip all wood in a 3 ½ day period for $15,750. Rossetti moved to accept that portion of the quote referring to perimeter work for $15,750.  Motion seconded and passed.

Rossetti has checked the Declarations as to the Association’s responsibility for removing dead indigenous trees. Apparently, they are considered a common improvement, and it is therefore the Association’s responsibility to remove them. A memo from Attorney McCracken was received late this afternoon and will be shared with the Board. We would need to do a yearly inspection to identify which trees need removal. Uzwack moved we wait to approve items B, C and D of McLellan’s proposal to remove several of these trees on EUA’s until the Board can review the Declarations and Attorney McCracken’s memo. The motion was seconded and passed.
