MEETING CALLED TO ORDER AT 6:30 P.M.

Roz Zera of 13 Edgewood reported that her chimney chase will be painted in the spring.

Montgomery is to research the violations for 7 Edgewood and report to Rossetti.

PRESIDENT’S REPORT

None

MANAGER’S REPORT

The accounting staff at W&K has turned over. The staff will meet with Salokas and Rossetti to discuss accounting procedures. Collections of fines, overdue taxes and dues are proceeding, and Rosenberg has been successful on collecting accounts that have been referred to him to date.  Collection reports, when received by White and Katzman, should be shared with the respective Treasures as well as the President.

TREASURER’S REPORT

The financials for November and December have been posted.

OLD BUSINESS

Attorney David Barry of Jacob, Rice and Barry spoke on the acquisition of the CT Water Co. parcel of land. The Title search on the 3.44 acre parcel and the road parcel have been done. The title on the 3.44 acre parcel is clean, with an easement to the Town of Avon for the sewer. The title to the road shows an easement to AT&T, and a right of the original owners and developer to build and maintain a road for ingress and egress to Pond Place. There does not appear to be any explicit obligation of the parcel owner to maintain the road. Language will be added to clear this.

The contract has been finalized, with reserved right to do due diligence for a Phase 1 equivalent environmental report.  The purchase price will be $15,000.00.   

Attorney Barry suggests the Association do an informal Phase 1 environmental review on the 3.4 acre parcel, which will include a public record review to check for any past spills or improper discharges. There is a Declaration of Restricted Covenants which applies to other properties in the Industrial Park and currently, but inappropriately, includes the Roadway parcel. Ensign Bickford will be approached to release the Roadway Parcel for its operation or, alternatively, the title insurance’s company will be approached to insure over it.

Roadway maintenance costs will continue to be the obligation of Pond Place.

Uzwack moved the Association engage an environmental professional to do a Phase I study on the 3.44 acre parcel, not to exceed $1,500.00 in cost. The motion passed unanimously.

Hessert-Blawie reported that Minute Man Press had the low bid for printing the new Building Guide. She will collaborate with Lisa Sachen at W&K to arrange for the printing of 250 copies for $940.00 plus tax, and to the timely transmittal of the Guide to all Association members before the February meeting. The Board will vote on its adoption at the February meeting.

NEW BUSINESS

Rossetti asked if the Association should have a representative to the Town Council similar to the one for the Secret Lake Association. The volunteer would be expected to check the agenda of the Town Council’s meeting and speak when needed on behalf of the Pond Place Association. This  would allow us to keep ahead of any new developments.  Rossetti asked Judy Larkin if she was willing to do this, and she agreed.

 

Rossetti moved that Judy Larkin be appointed as an alternate to the DRC. The motion was seconded and passed.

 

Rossetti would like to form a social committee and Lois Hessert-Blawie and Paula Darlington were selected as Co-chairs. Lisa Sachem will collaborate with them to send out an electronic survey to poll the residents/owners on what activities the residents would like, and she will tally the responses and forward them to the co-chairs and the Board. Darlington asked what they have for a budget, and Rossetti said for the remainder of this fiscal year they could have the unexpended amounts left from the Pond Place Day budget line item.   

 

Rossetti inquired about the Web masters’ willingness to set up and populate the Trusted Providers list for the website. Weston indicated he expected to be credentialed soon and agreed to take it on.   Rossetti will prepare a form for residents to submit trusted providers to the Board and will circulate it by next week for review.
