Meeting called to order at 8:08 p.m.

Rossetti moved the minutes of October 26, 2023 be approved as circulated.  The motion was seconded and passed.

Old Business

Attorney Greg McCracken is researching the Pond Place Declarations and working on a memorandum on the responsibility of the Association and Tax district for surface water drainage. Ann Costello of 4 Arrowhead and Ana Cruise of 8 and 9 Arrowhead have issues with water pooling on their property. The strip mall on Route 44 may have an easement to drain their surface water onto Pond Place property, and it drains through the rear of numbers 2,3,4 and 5 Arrowhead via a manmade swale to Stub Pond. The storm drainage from their parking lot needs to be restabilized, and Attorney McCracken will be asked to review the land records to determine if the mall (195 West Main Street) has an obligation to contribute to the cost of said repairs.

 

Mike LaRosa of 2 Owl Court, a long time resident and former town building official, has obtained the drainage engineering maps of Pond Place. He has volunteered to take inventory of all the drainage systems in Pond Place, identify any maintenance requirements and propose solutions to any problems found. He will make a report in the spring, and warns that we may have to hire a consultant.

 

The engagement letters for the 2023 audits have been signed with King and King.

 

The Capital Reserve Study shows we are funding our reserves well. The study is in draft form, and Montgomery will review it to see if any other projects need to be added. Comments from Board members are also desired
